Weatherization Technician

DEFINITION:  Reporting to the Director of Community Development, the incumbent performs all technical aspects of the Weatherization Assistance Program  

EXAMPLES OF DUTIES:  The duties listed below are examples of the work typically performed by an employee in this position. An employee may not be assigned all duties listed and may be assigned duties which are not listed below.  

  1. Administers the Weatherization Assistance Program 
  2. Coordinates outreach and marketing
  3. Performs energy audits
  4. Assesses homes and gathers information to create a prioritized punch list
  5. Checks furnaces to determine if a problem is simple or requires subcontractor
  6. In conjunction with the finance department manages contracts, agreements and pricing
  7. Recruits weatherization contractors through a Request For Proposal process and manages contractor workflow
  8. In conjunction with the finance department responds to sub-grantee Request For Proposal
  9. Responds to client’s immediate health and safety issues
  10. Inspects work estimates on each unit to obtain a cost breakdown of materials and labor
  11. In conjunction with applicable departments, completes required forms and reports
  12. Performs data entry and typing
  13. Inspects dwelling to make sure work is done in accordance with the weatherization standards
  14. Process client applications
  15. Maintains applicant and client files
  16. Assists in day to day procurement of weatherization services and materials from approved vendors
  17. Administers program budget including managing invoices, billing and grants.
  18. Ensures compliance with applicable laws, regulations, policies and procedures
  19.  Performs related duties as required.

 

QUALIFICATIONS FOR EMPLOYMENT:

Experience and Training:  Any combination of training, education, and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:

High School diploma or GED and at least two years’ experience in residential construction and/or building trades. Experience in heating and air conditioning, insulation and/or construction preferred. Must be able to attend and pass the following certification classes within the first twelve (12) months of employment:
 

Quality Control Inspector (QCI)

Building Performance Institute – Building Analyst Certification (BPI- BA) Health & Safety, Indoor Mold/Air Pollutants and Lead-Safe Weatherization

Nevada Housing Division Weatherization Training

Knowledge and Ability:

Knowledge of

  • Assigned department functions, programs, policies and procedures;
  • Modern office procedures, methods and equipment including computers;
  • Business letter writing and basic report preparation;
  • Principles and procedures of record keeping;
  • Energy conservation;
  • All aspects of residential construction, including home rehabilitation or residential contractor work;
  • Heating, Ventilation and Air Conditions (HVAC), blower door testing and equipment, combustion appliance safety (CAS);
  • Health and safety, indoor air pollutants and lead safety;
  • Quality and prices of weatherization materials
  • Organizational skills;
  • Analytical and problem-solving skills
  • Microsoft Office software (Word, Excel, Outlook)

PHYSICAL REQUIREMENTS: The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.

Strength, dexterity, coordination, and vision to use keyboard and video display terminal for prolonged periods. Strength and stamina to bend, stoop, sit, and stand for long periods of time. Dexterity and coordination to handle files; occasional lifting of files, stacks of paper or reports, references, and other materials. Some reaching, bending, squatting, and stooping to access files and records is necessary. Ability to climb ladders, inspect attics and crawl spaces, etc. The ability to communicate via telephone and in person. Lifting (up to 50 pounds) is occasionally required.

WORKING CONDITIONS: Work is performed under the following conditions:
